Dr Amin Sah Ahmad

Public Health Physician with sub-specialized training in Hospital & Health Management and currently recognized as Subject Matter Expert in Clinical Performance Surveillance/Key Performance Measures/Indicators (He was a KPI Officer to Director General of Health since 2009 until 2018).

Dr Amin Sah Ahmad, graduated from National University of Malaysia (University Kebangsaan Malaysia) in 1999 as a Medical Doctor (M.D. UKM). He had various experiences of working backgrounds under Ministry of Health Malaysia as Medical Officer in several MOH Hospitals (Specialist Hospital & District Hospital), District Health Office and MOH Headquarters. He obtained Masters in Community Medicine from UKM with sub-specialization in Hospital and Health Management from the same University in 2009 (MPH (Hospital & Health Management (UKM)). He was gazetted as Public Health Physician in 2010.

He is now heads the Public Health Services in Federal Territory of Kuala Lumpur and Health Department since October 2018. This Division is responsible for Communicable Diseases, Non-Communicable Diseases, Primary Healthcare, Disease Surveillance, Vector Borne Disease, Family Healthcare, Food Health, Health Education, Public Health Engineering Services and Radiation Surveillance specifically for Federal Territory of Kuala Lumpur & Putrajaya.

He had a special training on Performance Surveillance with serial courses held by National Institute of Public Administration (INTAN) and Public Service Development (JPA). Through experiences and commitment in performance surveillance, he had established the performance-based appraisal system of top MOH manager's i.e., Deputy DG, Head of Programmes, State Health Directors, Division Directors and all Hospital Directors. He also had developed the framework and algorithm analysis of MOH Hospital Performance with the mechanism of risk reduction strategies which can help to enhance the quality of services provided.

He had been trained in Japan for leadership program under JICA (Japan International Cooperation), in Singapore for Senior Executives Programme and in South Korea for Medical Audit under JLN Programme (Joint Learning Network). He was previously the member of Strategic Planning and Performance Secretariat (SePPS) of Medical and Public Health Programme of MOH and several technical committees like District Health Office Report Card Development Committee (TWG1-SePPS(PH)).

He is also the one who initiate the 11th Public Health Technical Working Groups for Federal Territory of Kuala Lumpur & Putrajaya (i.e. TWG on PKD's Balanced Scorecard, TWG on Workload Levelling, TWG on Parliament Member Engagement, TWG on COMBI Plus, TWG on FMS AOI (Area of Interest/Sub-specialization – FMS enhancement Services), TWG on FMS Performance Surveillance, TWG on Health Promoting School (NCD-PKS), TWG on PH at KL on 2030 (Futures Thinking & Scenario Planning), TWG on Lean Health Clinics and TWG on Clinic Accreditation). These TWGs were planned to further enhance the Public Health Services in Kuala Lumpur & Putrajaya and finally Malaysia with bottom-up approach thru creativity and innovation of the staffs.

He had been selected to join the Hajj Medical Missions and as one of the Operational Director in 2014 and 2017. He had few publications on MOH and International Manuals, i.e. Quality in MOH (2011), Incident Reporting Manual (2012), Achieving Excellence in Clinical Governance (2012), Public Hospital Performance Factors (2012), Pain Free Hospital Manual (2014) and Medical Audit Collaborative Toolkit (2017). He did produce and innovate many quality technical tools especially for Medical Programme performance surveillance activities, i.e. Hospital Performance Matrix, RCA Simplified Form, SIQ Notification Form, Hospital Directors and State Health Directors Report Card, etc.

Beside a life member of Public Health Medicine Specialist Association, he is also an exco-member of the Malaysian Health Economic Association, lifetime member of Malaysian Society for Quality in Health.
