Dr Amin Sah bin Ahmad

Dr Amin Sah bin Ahmad is a Public Health Consultant and Hospital Director of Hospital Tuanku Fauziah, Perlis (State Hospital), Ministry of Health Malaysia. He graduated as a Medical Doctor from Universiti Kebangsaan Malaysia (UKM) in 1999 and obtained his Master of Public Health, sub-specialising in Hospital and Health Management, from UKM in 2009. He is a recognised Subject Matter Expert (SME) in Clinical Performance Surveillance and Key Performance Indicators (KPIs) since September 2018, having served as KPI Officer to the Director General of Health Malaysia between 2009 and 2018, directly shaping performance monitoring frameworks across the public healthcare sector.

He began his medical career in 1999 as a House Officer at Hospital Tuanku Ja'afar, Seremban, before serving as a Medical Officer at Hospital Kuala Pilah, and later within the Medical Development Division, Ministry of Health, where he managed Diagnostic and Clinical Support Services and subsequently led the Quality Assurance Unit. He was appointed Deputy State Health Director (Public Health) for the Federal Territory of Kuala Lumpur & Putrajaya Health Department in 2018, a role he held until 2023, before being promoted to Hospital Director of Hospital Sultan Idris Shah in February 2023. In July 2024 he rejoined the Medical Development Division as a Public Health Consultant, overseeing Parliamentary affairs and strategic planning for the 13th Malaysia Plan under the MOH Medical Programme, before taking up his current appointment as Hospital Director of Hospital Tuanku Fauziah, Perlis, in February 2025.

As Hospital Director, his responsibilities span executive leadership and strategic governance, clinical governance and patient safety, operations and facility management, financial and asset stewardship, human resource management, and statutory compliance — including chairing the Hospital Disaster Management Committee and overseeing MSQH accreditation and credentialing processes.

As a Ministry of Health Subject Matter Expert in Quality Assurance and Performance Surveillance, he has a proven track record designing, evaluating, and institutionalising quality frameworks and performance surveillance systems across national medical programmes.
