Dr. Khairul Baharin Bin Mohd Baharuddin PMP is a trained Medical Doctor from UKM. He earned his Master in Community Health Science (Hospital Management and Health Economics) from UKM with Top-Up Advance Courses in Clinical Governance from UKM and IHMKKM, Post Graduate Course in Forensic Medical Science from University of Glasgow and The Society of Apothecaries' of London UK, and Certified Medical Impairment Assessor from NIOSH. He also has experience clinical attachment program at accredited centres at local and abroad.
He started his earlier career as house officer and medical officer in HKL, later as Principle Assistant Director (Quality) in Medical Division of Perak State Health Department, Hospital Director in Selama Hospital (a District Non specialist Hospital), Deputy Director (Clinical) in Hospital Raja Permaisuri Bainun Ipoh (a State Hospital) and Hospital Director in Teluk Intan Hospital (a Major Specialist Hospital). Currently he is also a Head Cluster for South Perak Cluster Hospital (Cluster of Hospital Teluk Intan, Hospital Slim River and Hospital Tapah).
His main interests are in areas of hospital management, health economics, Quality & Innovation and public health. He has vast experiences in hospital management (clinical, corporate & financial governance), managing quality (quality assurance program, quality improvement program & quality initiatives program), managing mass casualty, pandemic and disaster, leadership and administration. He has experience as a surveyor, auditor and management representative in MSQH Accreditation program, Healthy Setting and MS ISO 90001 certification.
As Director of Hospital, he has achieved various certification for his organization such as MSQH Accreditation, MS ISO 9001, MS ISO 45000 (OSH), MS ISO 17000 (Pathology), Pain Free Hospital, Baby Friendly, LEAN Healthcare with Gred A, EMGS 3 Star Rating, SEDA 3 Diamond Rating, Gred A DOSH Audit, Healthy Setting Healthy Facility, Hospital Mesra Ibadah, HACCP, GMP, MESTi, BeSS, HALAL, and Fire Certification.
He is also an external examiner for Master program UKM, an invited speaker for Master Programme UNIKL, an Honorary Clinical Coordinator for Medical Bachelor and Bachelor of Surgery Programme (MBBS) Medical Faculty, UiTM and a Clinical Coordinator for Doctor of Medicine Programme (MD) Medical Faculty UKM.
Furthermore, He also has a special interest & initiative in research & development program. Even though in an organization without CRC facility, HTI during Covid-19 pandemic, 21 research executed in 2020 and 26 researches executed in 2021 and 26 researches executed in 2022 (until September) and 45 researches published since 2019 in local and international journals and won Dr Wu Lien Teh Award (NCRC 2016) as achievement in research activity in Hospital Selama. Personally, he had published his research in an international journals (Scopus Index Journals), poster presentation in an International conference, dissertation for The Society of Apothecaries' of London UK and also book publication.
In addition, he is a chairman, board member and member of various Technical Committees for Health Management, Quality and Health related Program at District, State and National level in Malaysia. He is a Board Member for the Health Economics Association Malaysia (MAHEA) since 2017 and a member since 2014. In 2019, he received honorary rank Lieutenant Colonel (PA) from APMM Malaysia for his contribution in public service and CSR program.
